At the very final level (ontop the Shandor building), Gozer's gate is open. You can head inside and out, and I can beat the Terror dogs. Beyond that nothing happens, how am I suppose to bring about Gozer and or Mr. Staypuft? And after that what are the strategies to beating the game?

There should be two switches (one on the left, one on the right) near the entrance behind Gozer.

It's the one on the right you need to switch I think.

all right, then after you blast gozer the first time, the gates open, you fight the hell hounds, you flip the switch, puffy shows up, you blast him, but then he fire breathes you and its over. what about that, is that how it ends right now? also, for a laugh, flip the left switch.

Lord no. That just pissed him off. Now you've gotta keep hitting him in the head until it's all over.
