This is really pretty typical, I hate to say it. A couple years back, when Lucasarts was promoting Republic Commando they brought in some people from the 501st to hang out around their booth and wander the convention to get people to go see the video. The year Twilight Princess was first playable Nintendo had those Link/Zelda cosplayers hand out around the Nintendo booth, I know they got swag, but they didn't get paid at all.
Point is, you should probably be happy that Atari was even considering paying you. I know it's expensive, and I agree, there's no way I could have come up with $3000 in a week, but then again, if you'd been in talks with them for awhile, you could have been saving some money. Don't let this sour you on cons and stuff though, chalk it up to experience.
