Unless your playing as the new mayor after Lenny became Govener after GB2.

Lenny is now the governor of New York. They sad this at the end of GB II when the “pompous Beauregard” told him that he was running for governor.

I have mine pre-ordered from Best Buy and chose the “pick-up” option on the day of the release. I too am curious if the ghoul/mayor option is a code that comes with the game when you get the game. I'll let you know after I get it from my local Best Buy.
