What's a Timey-Wimey detector?

Oh, pardon me! It's the Tenth Doctor's doohickey from “Blink.” Goes ding when there's timey-wimey stuff, and it looks a lot like the Ghost Sniffer, except it's got a telephone receiver and clock parts attached.
