If you cannot provide a credit card number,
You can either:

A) provide a “pay for” email adress

or

B) Tell Ebay to send you a letter with a confirmation number to your home adress.

As seen here:

Don't want to put your card on file?

Enter a different email instead, as long as your new email is from an Internet Service Provider (AOL, etc.), company, school, or organization.

Verify your address by postal mail . We will mail a confirmation code to you, and you can complete registration when it arrives.

There you go, now you can all register to Ebay
