I did this in Photoshop, but I'm sure it can be done in a less-expensive program like PSP. For me, layers were the key. The orange and blue beams were vector paths that I stroked with the airbrush, but someone with steady hands could airbrush these things by hand. The “particle burst” was a cluster of dots I painted, then used Radial Blur:Zoom to make it motion blurred, then a bit of “Spherize” to curve the motion lines downward as if by gravity. The lens flare was the standard Photoshop tool, but as you can see in the finished photos, the flare is barely visible and can be replicated with one good click on a large-size airbrush on the gun nozzle tip.
