Playing GTA4, I just found NYC City hall and right across the street, 1 Centre Street (the building they stage at before going to the Zuul building)… They are modelled beautifully… Maybe when it comes out for PC we can make an Ecto 1 and cruise around there lol… Haven't found H&L 8 yet (I doubt it's here) but meh…

Actually, if the building you believe is City Hall looks like this:



Then that's actually the New York City Municipal Building, City Hall doesn't actually have a loading dock so they filmed those scenes just a few blocks away.
