It does. It makes it official that they have a script.

They've had a script before though, and haven't gotten a greenlight.

It's not officially greenlit, they just have a script that they're hoping to make into a movie.

Perfect example is the quote from the Comingsoon.net article (which is where all of this news is coming from):
