Ideal PC DS emulator?

Well I've been out of the loop about DS emulation and couldn't find a simple straight forward answer to my question.

Which DS emulator for the PC is the best/preferred and why?

No$GBA is the most optimized. However, despite the name, the latest version actually costs money, while the previous are freeware.
