It sounds like something either Janine, Peter, or in an extreme case, Winston might say, but it's got me stumped, could be an episode I have't seen, it's not like that hasn't hapened before.

Alright this quote will probably give away who said it and in what ep, but at least I got to stump people after not stumping you guys for a while :-)
