I kind of wish the original Mayor from the movies was going up. Even if he is voice by a different actor, but maybe Terminal Reality wanted to keep it to the original as possible. Like if Rick Moranis, David Margulise, and Sigourney Weaver signed up for the game then maybe their characters Luis, Lenny

1. If you can pick and choose what equipment you wanted to spend your money on, then that means missions have to be open enough so that any number of combinations can be used.
As we haven't seen any suggestion that upgrades are swapable, I imagine that they're permanent additions to the Pack/Gun. I also imagine it's not so much you choose to purchase which one to add, but simply work up an appropriate level of cash to unlock said upgrade.
2. If the equipment is forced and you had to have it to finish the game, then the money system seems superfluous if not useless. Not saying it is, but there must be some purpose to it other than “I get to upgrade my equipment.” Stat building perhaps? Like justinmarkus mentioned. Maybe that it is it
The money system has been a somewhat confusion, and in my mind, unneccesary element. A lot of us would want to smash stuff, and whilst they probably wouldn't make it too taxing on the final payment the guys bring in, it might make some people take too much care in not destroying too much stuff.
3. What happens if we don't gain enough money from a mission to buy these equipments? Will we be stuck or is it a guarantee that after say three levels our packs get upgraded or something along those lines. This is assuming of course that not all the money is collected in one level.
Good question, if you haven't made enough cash it could be you could gain more by replaying past levels.
The reason why I am asking this is this weird oddity that I noticed. Sometimes the player/Rookie will have an equipment on a certain level and sometimes he doesn't despite it being the same level. I keep wondering if this is a game thing or was this just for the trailers.
I believe that may be because you can replay a level you've done, even if you have more equipment then when you first played it.

I guess…but as far as continuity goes, it rubs me the wrong way.
Hopefully he is the same guy he played in GB2, just switched careers. I suppose he could be even if they don't explain his jump into politics. After all, they never gave his character in GB2 a name.
How so? I don't think it's very likely the psychiatrist went on to be Mayor. It's safe to assume he's a completely different character (crossing my fingers here).
Should he be given a new appearance, then there's even less of a problem.
