Its a voice changer thingy. You put the trap somewhere and talk into the other end basically

It's called the “Ghost Spooker” and as far as I know is probably the most difficult Real Ghostbusters play item to find. I actually got it complete in the box in an auction for 15 dollars. Pretty good.
