Now those of you thinking of running the game on a processor slower than 2.8 GHZ regardless of whether its Dual, Tri, or Quad core, you need to understand that you will not be able to push the smoothest frames possible for this release, ESPECIALLY with full graphics settings. 9600's aren't going to perform as well either. You will most likely be looking at a degraded setting to get a playable framerate. If you're concerned about quality, upgrade, or play it on the PS3 or XBOX 360.
Remember this, Minimum and Recommended Requirements are setup to give you the BARE MINIMUM of playability in both Low and Medium quality settings! They are not real world requirements tested by gamers. The folks who set these specs up are using high quality parts on high quality machines. Remember the demo PC's? One of the guys said it was running on a 3.2 GHZ Core 2 Duo with an Nvidia GTX 280. Those are top of the line parts. Vendors don't advertise games for PC on non-enthusiast rigs.
If you want high graphics quality with high FPS i'd recommend the following, using either AMD or Intel favored motherboards:
AMD Athlon 64 X2 Phenom X3 X4 / Phenom II X3 X4 2.8 GHZ Processor or Better
ATI RADEON 3800 Series / ATI RADEON 4800 Series Graphics Cards with at least 512 MB DDR5
4 GB DDR2/DDR3 RAM
