Not all the textures are halved. Only some.
the issue is the ps3 mip maps at a different distance than the 360, thus giving the illusion that it's more blurry.
Mip mapping is when a lower resolution texture is generated by the engine to help in rendering a scene. You don't need a full resolution texture for an ibject in the distance for example.
Also, the review versions of the game had some textures that were sized down, but made full size in the final game.
That and they were only running it at 720p.
