Not always. Here's how I like to think of it: Peter may look like a swindler and act like a fool, but he's no slouch. He probably suspected that Zuul's possession of Dana was more a matter of “when” than “if” and wanted a tranquilizer in case things got a little dangerous (like if she suddenly sprouted horns, fangs, or claws…or even a nasty case of vagina dentata, if you're willing to stretch *that* far).

I hope they relase that fort scene someday.
