Here is a link that explains what it is. Turns out it was a raccoon check out the photos that they provide and the link becomes obvious.

Uh… They said that a scientist told them it's not a raccoon. Apparently the limbs arnt in proportion with the body. Interesting tho.

Whatever it is, what's with the legs being bound? Kind of a sick way to viral market something… presenting to the public an animal that was apparently hog tied and tossed into the ocean to drown.

There's a Military testing base a couple miles off the coast of Montauk.

Its not military. Its an animal testing and wildlife facility. But I think It could have been from there. The government could be responsible for it.

I highly doubt any sort of testing facility would just dump an animal in such a manner where it might get to the eyes of the public and/or certain animal rights groups, even if the testing was benign. The more likely disposal method would be incineration.
