I can tell right now that you have no idea how to creat a TC. There is no “TC Creator” but rather tons of programs with specific uses that you have to download. Here is the list of programs that I use:
“ED_209” (Dos-Based map creator)
“DooM-Hack” (also called DeHacked) (Dos based hack editor, allows you to change the game's behavior.)
“Wintex” (Windows based editor, allows you to replace almost everything (sprites, music, sounds, etc.))
“Midi2Mus” (not an eay to find program, its a DOS-based conversion tool used to change a midi file into the proper .mus file to be used in DooM.)
I'm sure there are a few things I've missed, and I hope this helps. (BTW, it could take years of practice before you can even make a decent map. I experimented and taught myself how to do things over the course of the past few years, and while my maps are pretty cool, I'm always learning new tricks, its a lot like learning guitar, as good as you get, you are always learing more. So, just stick with it and you'll do fine.)
If i'm not mistaken, I think it was GBDooM that first inspired me to learn to create TC's. To create a TC is a huge commitment. Right now I'm sitting on my Lord of the Rings TC, I've been working on that for months, and I only have 2 maps, and some changed graphics and music. It's insane.
