But, If the citys footing the bill for the damage. Whats peck gonna do? The whole city wants the busters including the mayor, so his options of shutting them down seems limited, and with new powerfull ghosts who can change the shape of new york (grave yard) dose he even want em gone.

He's there to decide whether to grant them the licence rights to go national or not, and I bet he'd still hate them even with a paranormal crisis going down.

I bet he's also there to act as a comic foil for good banter between him and Venkman.

I'm just going to play devil's advocate for a minute if I can.

Ultimately Walter Peck was right! True he might have been wrong about the nerve gases part but they WERE unlicensed waste handlers using nuclear accelerator devices(which are more like big x-ray machines not bombs) inside public places and inside the homes of citizens without informing them of the dangerous and sensitive nature of their equipment. All that and the storage facility they had was ultimately unsafe. Simply disconnecting its power caused an explosion and city-wide chaos. If you're running that kind of system you gotta have fail-safes especially in a city like New York where power outages happen all the time.

I'm just saying, you gotta look at it from Peck's point of view. All Peck wants is for the city of New York to be safe. To be fair, the GB's were not in compliance with the standards of the EPA, and their staff was outright defiant when it came to inspecting their storage facility so he HAD to shut them down.

And it really didn't help that Venkman was patronizing him and trying to prevent him from doing his duties as a government employee. True he might have taken it a little too personally but be honest, if someone was trying to steamroll over you and your job, which involves the safety of millions of people, wouldn't you take that a little personally? The courts even agreed with Peck. They put a judicial restraining order on them to prevent them from using their equipment after they saw how the destruction it was capable of causing.

Seriously there are just some people you can't “go off” on and that includes the The EPA.

I think if anything, the restraining order was also put in place based on the damage done to 550 Central Park West and from the Stay Puft aftermath, not just exclusively on the explosion at the Firehouse which wouldn't have happened if not for Peck.

Well lets not say that it wouldn't have happened if not for peck. Remember, there are an awful lot of power outages in New York.

I'd think there would a pretty hefty backup power system on the containment unit to prevent just that. What type of system, I have no idea.
