Ok, without having any materials for anything at all, can I pull out a good pack, and costume before July 1st. My buddy and I are entering a film contest and neeed the geaar. So I ask you, can it be done?

Depends on three things, How much of the time between now and then can you devote to construction, how much money do you have to spend, and how good your costume and props have to be.
If you can put a few hours a day, have lots of money, and it doesn't have to be absolutely perfect… You've got plenty of time. If you're lacking any of the above, you might be cutting it close. But if you got the cash, you can buy all the prefabricated pieces and it'll only take whatever time to ship and assemble.

Go look in the Props section, find Volguus's pack. He just made one just like that in a few days (probably less than one day), for trip he was going on. Ofcourse, he had molds for everything, and just poured it and assembled it.

It still is possible, you just have to work on it.
