Proton Pack is a registered name. No one can legally make a proton pack without the proper permission or license. It is kind of like how Lucasarts has the rights to the name lightsaber and master replica's has a license to create a replica. Yet, you go to walmart or the dollar store and you fine light blades, light swords, beam sabers, etc etc. The seller above may sell supernatural packs, ghost eliminators, etc etc. That is about all I can say about the topic, but there are people who make similar items on the net. You can find them on online auctions and ghostbuster forums. I know of atleast five sources, but remember that Proton Pack is a registered item.
