No, not for him, for us, individually. Like say someone live in the Western Time Zone. He/she could have it his/her time, but every one else's wouldn't be affected.

I think this is a great time for everyone to learn time conversions for the time zone you are in. This way you can easily tell if someone you want to talk to is awake or not in like San Francisco.
